Mexico does not have one travel warning: the US rates the whole country at Level 2 (“exercise increased caution”) but rates some states at Level 3 and Level 4, and the UK and Canada single out other states and areas. Which warning applies to you depends on the state you will be in, so the table below gives the US, UK and Canadian level for every Mexican state, with the reason, and the section after it answers the question for popular destinations such as Cancún, Los Cabos and Mexico City. State: Quintana Roo
US State Department: Shootings between rival gangs have injured and killed innocent bystanders. U.S. citizens have been the victims of both non-violent and violent crimes in tourist and non-tourist areas. Pay attention to your surroundings after dark. Remain in well-lit pedestrian streets and tourist zones.
Los Cabos and La Paz
State: Baja California Sur
US State Department: There are no specific restrictions on travel for U.S. government employees in Baja California Sur state.
Mexico City
State: Mexico City
US State Department: Both violent and non-violent crimes occur throughout Mexico City. Exercise extra caution, especially at night, outside of popular tourist areas where police patrol more frequently. Petty crime occurs frequently in both tourist and non-tourist areas.
Puerto Vallarta and Guadalajara
State: Jalisco
US State Department: In Guadalajara, battles between criminal groups have happened in tourist areas. Shootings between these groups have injured or killed innocent bystanders. There are no restrictions on travel in the Guadalajara Metropolitan area, Puerto Vallarta (including neighboring Riviera Nayarit), Chapala, and Ajijic.
Oaxaca, Puerto Escondido and Huatulco
State: Oaxaca
US State Department: There are no restrictions on travel for Oaxaca City, Monte Alban, Puerto Escondido, or Huatulco.
Mazatlán
State: Sinaloa
US State Department: U.S. government employees may travel to Mazatlan by air or sea only: travel is limited to the historic town center from Avenida Gutierrez Najera to the ocean. U.S. government employees may not travel to other areas in the state of Sinaloa.
Acapulco
State: Guerrero
US State Department: U.S. government employees may not travel to any area in the state of Guerrero, including tourist areas Acapulco, Zihuatanejo, Taxco, and Ixtapa.
Tijuana
State: Baja California
US State Department: There are high homicide numbers in the non-tourist areas of Tijuana. There are no additional travel restrictions for U.S. government employees in Baja California state, including in Tijuana, Ensenada, and Rosarito.
Mérida and Chichén Itzá
State: Yucatán
US State Department: Exercise normal precautions.
🛑 The real reason behind the Level 4 warnings
The US puts the highest warning on states where cartels and criminal groups fight for control, and where the US government cannot help much. This is what the State Department says for each Level 4 state:

Is it safe to travel to Mexico right now?
It depends on the state and on where you go inside it. The US says many violent crimes take place in Mexico, and also that conditions vary widely from state to state. Check the state in the table and the destination cards, then read the government’s own advice.
Is Cancún under a travel warning?
Cancún is in Quintana Roo, which the US rates Level 2. The UK and Canada do not list Quintana Roo in their regional warnings. The US still warns about crime and says to stay in well-lit pedestrian streets and tourist zones after dark.
Is Mexico City safe to visit?
The US rates Mexico City Level 2 and says to exercise extra caution, especially at night, outside popular tourist areas. The UK and Canada do not list it in their regional warnings.
What does Level 2 mean for Mexico?
In the US system Level 2 is “exercise increased caution”. For Mexico it is the national level, and some states carry Level 3 or 4 on top of it.
Does a travel warning stop me from traveling to Mexico?
